Under the Renewable Energy Target (RET), liable entities are required to surrender certificates. The number of small-scale technology certificates required to be surrendered are calculated partly by the liable entities’ reduced acquisitions from the previous year.
If a liable entity did not lodge an energy acquisition statement for the previous year, they can apply to set their surrender amount for the first three quarters of the current assessment year.
Applying to set the surrender amount
Section 38AG of the Renewable Energy (Electricity) Act 2000 (the Act) outlines applications to set a required surrender amount. A liable entity may apply to set the surrender amount if they are a new liable entity, or an existing liable entity that did not lodge an energy acquisition statement in the previous year.
Liable entities can submit
this application more than once in an assessment year.
Eligibility
To be eligible to set the surrender amount, the liable entity must:
- Have not lodged an energy acquisition statement for the previous assessment year before 1 April.
- Submit the application before 31 December of the assessment year.

Before submitting the form, the liable entity must:
- Have made relevant acquisitions during the current assessment year.
- Apply for a liable entity account on the REC Registry. on the REC Registry.
- Ensure that the nominated primary contact is an active REC Registry user, with relevant permissions set (for more information, see the application form).
