The Clean Energy Regulator (the agency) administers the Renewable Energy Target (RET) scheme, which creates demand for renewable energy by requiring liable entities to surrender
large-scale generation certificates (LGCs) and
small-scale technology certificates (STCs).
A liable entity is a person or company who makes a
relevant acquisition of electricity. A relevant acquisition can include, but is not limited to:
- Acquiring electricity from AEMO and supplying it to end users (wholesale).
- Acquiring electricity from AEMO for own use on site (wholesale).
- Acquiring electricity from a generator and supplying it to end users (wholesale).
- Acquiring electricity from customer-owned photovoltaic systems and supplying it to other customers within the distribution network (wholesale).
- Generating electricity and supplying it directly to end users (notional wholesale).
The
Renewable Energy (Electricity) Act 2000 and
Renewable Energy (Electricity) Regulations 2001 specify the obligations for liable entities.
