apply for registration as a person or access to the small-scale technology certificate (STC) Clearing House, you are required to complete a proof of identity (POI) verification process.
This process:
- forms part of the required fit and proper person assessment and account application process
- helps to minimise the potential for fraud in the use of the Clean Energy Regulator's online resources, such as the REC Registry and the STC Clearing House, and
- is conducted online through the REC Registry.
The person who conducts the account application is the person who will be required to complete the POI verification. It can be a person at any level of a company
β from the Chief Executive Officer to a general staff member.
The verification process
The verification is performed using common Australian identification information, which is available online, such as:
- Australian passport
- Australian state and territory driver's licence
- change of name certificates.
You will be asked to verify your identity by providing identification from three different sources; two sources must come from Category A and one from Category B. Identification sources include:

You must ensure you have all relevant identity documentation before you start the online application process, as applications cannot be saved.
