The Emissions and Energy Reporting System (EERS) is available for 2018–19 reporting. You are able to log in to EERS, enter data and submit your reports. If you experience any log in difficulties, please contact us on 1300 553 542.

What’s new 2018–19

Changes made to the Emissions and Energy Reporting System (EERS) for the 2018–19 reporting year include:

  • Updates to reflect legislative amendments that apply for the 2018-19 reporting year onwards—see NGER legislation changes for 2018-19 reporting
  • Removal of the ability to report scope 2 emissions from the consumption of energy commodities (e.g. steam) as there is currently no method available
  • Measurement criteria for certain sources will be locked from editing. Subsections 2.14(3), 2.29(3), 2.50(3) and 4.35(3) of the National Greenhouse and Energy Reporting (Measurement) Determination 2008 require that measurement criteria are not changed for specific circumstances (detailed below) after being reported in a reporting year.

    The measurement criteria and sub-criterion fields will be locked for the combinations in Table 1, where the following apply:

    • Criterion ‘AA’ (sub-criterion is not available for this criterion), or
    • Criterion ‘AAA’ AND sub-criterion ‘AAA-commercial transaction-point of combustion’.
    • For all other criterion or sub-criterion combinations, this feature is not required.

Identified issues for 2018–19

The Clean Energy Regulator will use this page to inform reporters of any issues identified in the Emissions and Energy Reporting System (EERS) and provide advice on what actions reporters should take, including information on status of issue resolution.

The table below describes current issues identified in the EERS and provides advice on what actions reporters should take, including information on status of issue resolution.

The Clean Energy Regulator will update the identified issues on a regular basis.

If the proposed 'Recommended reporter action/s' is unsuitable or does not resolve your issue, please contact the Clean Energy Regulator for further advice.

Unable to update address details for the NGER Contact Person and Executive Officer listed in EERS

The address details in EERS for the NGER Contact Person and Executive Officer are not being updated when changes are made in the Client Portal.

Affected reporters are recommended to generate and submit their report.

The Clean Energy Regulator will not take compliance action for any incorrect details.

Will not be resolved before the 31 October 2019 deadline for 2018–19 reporting.

NGER legislation changes for 2018–19 reporting

Measurement Determination

The National Greenhouse and Energy Reporting (Measurement) Determination 2008 (Measurement Determination) has been updated for 2018–19 onwards. Amendments include:

  • updated scope 2 emissions factors as per the table below, and
  • wastewater (domestic and commercial) emissions are now only reportable by facilities whose primary activities are covered by ANZSIC code 192 - Water supply, sewerage and drainage services.

Technical guidelines

The Department of the Environment and Energy publishes National Greenhouse and Energy Reporting Technical Guidelines for past and current financial years are available on their website to assist stakeholders in understanding and applying the Measurement Determination.
