What’s new in 2021–22

Changes made to the EERS for the 2021–22 reporting year include:

• New sources to allow reporting of emissions from hydrogen production and enhanced oil recovery.
• Expanded sources for reporting of fugitive emissions from oil and gas activities.
  
• Updated methods for estimating fugitive emissions from oil and natural gas facilities to reflect the latest available research and reflect the results of Leak Detection and Repair (LDAR) programs.
• Updated matters to be identified for Crude oil production, Crude oil transport, Crude oil transport and Crude oil refining sources.
• Changed names for fuel items 33 and 34 (‘Crude oil’ and ‘Plant condensate and other natural gas liquids not covered by another item in this table’).
• Updated emission factors used to estimate emissions resulting from the consumption of electricity purchased or lost from the grid (scope 2 emissions).

Following the release of EERS on 1 July 2022, we will be providing updates and adding important information to several guidance documents published on our website.

Identified issues in EERS for 2021–22 reporting

We will use this page to inform reporters of any issues identified in the EERS and provide advice on what actions reporters should take, including information on status of issue resolution.

The table below describes current issues identified in the EERS and provides advice on what actions reporters should take, including information on status of issue resolution.

We will update the identified issues on a regular basis, if required.

NGER legislation changes

The Measurement Determination has been updated for 2021–22 onwards.

• A new source was introduced for emissions from hydrogen production at hydrogen production facilities whose primary product is hydrogen for use outside of the facility.
• The method for estimating fugitive emissions from the transport and injection of greenhouse gases for Carbon Capture and Storage (CCS) has been expanded to include Enhanced Oil Recovery (EOR) where it is conducted for commercial reasons as part of oil and gas production.
• Natural gas production or processing has been split into separate sources: onshore natural gas production; offshore natural gas production; natural gas gathering and boosting; and natural gas processing. New sources have also been introduced for natural gas storage; natural gas liquefaction, storage and transfer; and produced water.
• The methods for estimating fugitive emissions from oil and natural gas facilities have been updated to reflect the latest available research, including results of Leak Detection and Repair (LDAR) programs.
• Method 2 for emissions of methane from the combustion of gaseous fuels has been updated to allow for the use of more detailed and up-to-date emissions factors.
• Method 3 has been introduced for fugitive emissions from crude oil refining and from storage tanks for crude oil, which allows estimation using component emissions factors from section 6.1.3 of the API Compendium.
• Matters to be identified (MTBIs) have been updated for the sources: crude oil production; crude oil transport; crude oil transport; and crude oil refining.
• Fuel item 33 has been renamed to ‘Crude oil’ (previously ‘Crude oil including crude oil condensates’), and has been redefined.
• Fuel item 34 has been renamed ‘Plant condensate and other natural gas liquids not covered by another item’ (previously ‘Other natural gas liquids not covered by another item in this table’), and has been redefined.

• Updates to constants and emission factors for various methods, and emission factors in Parts 1 to 4 of Schedule 1, to reflect changes to global warming potentials described in regulation 2.02 of the Regulations.
• Scope 2 electricity emission factors (kg CO₂-e/kWh) have been updated:

Amendments to the National Greenhouse and Energy Reporting Regulations 2008 (NGER Regulations) for 2021–22 include:

• updated or new definitions of crude oil, field condensate, liquefied natural gas, liquefied petroleum gas, natural gas transmitted or distributed in a pipeline and plant condensate
• listing of MTBIs has been removed from Schedule 3 of the NGER Regulations, and reproduced in Schedule 4 of the Measurement Determination.
