What’s new in 2020–21
Changes made to the EERS for the 2020–21 reporting year include:
- Updated emission factors based on updated
Global Warming Potentials (GWPs) that convert non-carbon dioxide gases into carbon dioxide equivalent values.
- Updated the list of matters to be identified in reports under Part 2 of Schedule 3 of the NGER Regulations (oil or gas).
- Updated emission factors used to estimate emissions resulting from the consumption of electricity purchased or lost from the grid (scope 2 emissions).
Following the release of EERS on 1 July 2021, we will be also providing updates and adding important additional information to several guidance documents published on our website. These include:
- Estimating emissions and energy in the electricity generation, transmission, and distribution sectors guideline.
- Estimating emissions and energy from coal mining guideline.
- Reporting hydrofluorocarbons and sulphur hexafluoride gases guideline.

Identified issues in EERS for 2020–21 reporting
There are currently no identified issues in relation to the 2020–21 reporting period.
We will use this page to inform reporters of any issues identified in the EERS and provide advice on what actions reporters should take, including information on status of issue resolution.
We will update the identified issues on a regular basis, if required.
If the proposed 'Recommended reporter action/s' is unsuitable or does not resolve your issue, please
contact us for more advice.
NGER legislation changes
The Measurement Determination has been updated for 2020–21 onwards. Amendments include:
- Updates to constants and emission factors for various methods, and emission factors in Parts 1 to 4 of Schedule 1, to reflect changes to
global warming potentials described in regulation 2.02 of the Regulations.
- Updated scope 2 emission factors as per the table below:

- New definitions, to clarify the matters to be identified (MTBI's) related to fugitive emissions from oil and gas, as described in Part 2 of Schedule 3 of the
National Greenhouse and Energy Reporting Regulations 2008 (Regulations). These new MTBI's apply for the following sources:
- Oil or gas exploration
- Natural gas production or processing (other than venting or flaring)
- Natural gas production or processing – venting.
