What’s new in 2019–20
Changes made to the Emissions and Energy Reporting System (EERS) for the 2019–20 reporting year include:
- Updates to reflect legislative amendments that apply for the 2019–20 reporting year onwards (predominantly updates to Scope 2 emissions factors)—see
NGER legislation changes for 2019–20 reporting.
- Updates to improve the reporting of uncertainty. Reporting of uncertainty is mandatory when the uncertainty threshold has been met, and it is a key element of Australia’s international emissions reporting obligations. In 2019–20, if the threshold for reporting uncertainty has been met:
- The ‘Acknowledge’ and ‘Acknowledge all’ buttons will be disabled for uncertainty validation warnings.
- EERS will not allow reporters to submit a report unless an uncertainty figure has been entered.
- The following changes have been made to automate reporting of electricity generation in EERS to simplify reporting and ensure the integrity of the NGER data:
- When renewable electricity production (from geothermal, solar, wind, and water) is reported, EERS will automatically populate the corresponding energy consumption.
- When consumption of electricity produced for use onsite is reported, EERS will automatically populate the amount of energy consumed not combusted.
- When reporting electricity production, the usage type will refer to ‘a network’ rather than ‘grid’ for consistency of wording with the legislation.
- The following changes have also been made to ensure consistency with the National Greenhouse and Energy Reporting (Measurement) Determination 2008 (Measurement Determination):
Measurement criteria for fuels that are reported under the following source/activity combinations will be restricted to ‘A’ and ‘Industry Practice’, to comply with subsections of 4.66, 4.71 and 4.94 of the Measurement Determination.

Measurement criteria for certain sources will be locked from editing. Subsections 2.14(3), 2.29(3), 2.50(3) and 4.35(3) of the Measurement Determination require that measurement criteria are not changed for specific circumstances (detailed below) after being reported in a reporting year.
The measurement criteria and sub-criterion fields will be locked for the combinations in Table 2, where the following apply:
- Criterion ‘AA’ (sub-criterion is not available for this criterion), or
- Criterion ‘AAA’ and sub-criterion ‘AAA-commercial transaction-point of combustion’.

The method available for calculating methane and nitrous oxide emissions from transport fuels under the following source/activity/fuel type combinations will be restricted to Method 2, to comply with Divisions 4.1 and 4.2 of the Measurement Determination.
