Safeguard mechanism forms
Application for a production adjusted baseline
The production-adjusted baseline application is available in the
Client Portal Beta for any responsible emitter who wishes to apply under section 40 of the Safeguard Rule. If you are unable to submit the application in the Client Portal Beta you can request a copy of it by contacting the Safeguard Section on 1300 553 542 or
cer-safeguardbaselines@cer.gov.au.
Application for a calculated baseline
Responsible emitters wishing to apply for a calculated baseline for a facility under section 22 of the NGER (Safeguard Mechanism) Rule 2015 (the Rule) must complete the application form and the relevant annexure (depending on the criteria the application is made under).

Before submitting an application for a
calculated baseline, it is recommended that responsible emitters familiarise themselves with the
Safeguard Rule, specifically the calculated baseline eligibility criteria and legislated application deadlines. Responsible emitters must also ensure all documentation requirements including audit and assurance are completed prior to submitting an application.

The multi-year monitoring period application is available in the
Client Portal Beta for any responsible emitter who wishes to apply for a multi-year monitoring period under section 65 of the Safeguard. If you are unable to submit the application in the Client Portal Beta you can request a copy of it by contacting the Safeguard Section on 1300 553 542 or cer-safeguardbaselines@cer.gov.au.
Application for a landfill baseline
This form is for any responsible emitter of a landfill facility who wishes to apply for a landfill baseline determination under section 52 of the Safeguard Rule.

This form allows a responsible emitter (the nominee) to nominate to have their state or territory based transport facilities defined as a single national transport facility for the purposes of reporting under the NGER scheme and managing its obligations under the safeguard mechanism.

Registration as a responsible emitter
The registration as a responsible emitter form is available in the
Client Portal.
The Safeguard prescribed production variable reporting form is available in the
Client Portal Beta. This form is for submitting prescribed (annually adjusted) production variables quantities for 2021-22 to the CER under the following circumstances:
- Must be used if none of the quantities are reported in an existing NGER Scheme report.
- Must be used for all quantities even if some have been reported in an existing NGER Scheme report.
- Is optional but recommended where all quantities will be reported in an NGER Scheme.
You only need to submit this form if you have a production-adjusted baseline for 2021-22 that uses one or more prescribed (annually adjusted) production variables or you expect to submit a production-adjusted baseline to commence in 2021-22.
