Safeguard Mechanism reforms
The Safeguard Mechanism has been reformed following a
consultation process undertaken by the Department of Climate Change, Energy, the Environment and Water.
New obligations and reporting requirements apply to Safeguard facility financial years commencing on or after 1 July 2023:
About these forms and guidelines
The Clean Energy Regulator (CER) has a range of application forms and guides available to assist you to in managing your Safeguard Mechanism obligations.
The CER may update or remove this information as required and you are encouraged to check that you are using the latest version of each document.

Additional forms and guidance will be released in due course.
Online Services is the new front door for scheme participants, replacing the Client Portal (Beta). If you already have a Client Portal account, you can use this to log into Online Services.
Guidance for compliance with the Safeguard Mechanism in 2022–23
Production-adjusted baseline guidance
This guidance is designed to assist responsible emitters to understand the requirements around applying for a production-adjusted baseline for financial years ending before 1 July 2023. Production-adjusted baselines will not be used for financial years starting on or after 1 July 2023.

Application for a production adjusted baseline
The production-adjusted baseline application is available in
Online Services.
If you are unable to submit the application in Online Services you can request a copy of it by contacting the Safeguard Section on 1300 553 542 or
cer-safeguardbaselines@cer.gov.au.
Application for a calculated baseline
Responsible emitters wishing to apply for a calculated baseline for financial years ending before 1 July 2023 must complete the application form and the relevant annexure (depending on the criteria the application is made under).

Responsible emitters must also ensure all documentation requirements including audit and assurance are completed prior to submitting an application.

Application for a landfill baseline
This form is for any responsible emitter of a landfill facility who wishes to apply for a landfill baseline determination under section 52 of the Safeguard Rule.

This form allows a responsible emitter (the nominee) to nominate to have their state or territory-based transport facilities defined as a single national transport facility for the purposes of reporting under the NGER scheme and managing its obligations under the Safeguard Mechanism.

Registration as a responsible emitter
The registration as a responsible emitter form is available in
Online Services.
The Safeguard prescribed production variable reporting form is available in
Online Services. This form is for submitting actual production quantities for
all prescribed (annually adjusted) production variables under your current or planned production-adjusted baseline.
You must submit this form if you:
- have a
current production-adjusted baseline that uses one or more prescribed (annually adjusted) production variables
- expect to submit a production-adjusted baseline to commence in 2022-23 financial year.
