Consultation on proposed amendments to NGER legislation for 2022-23

The Department of Industry, Science, Energy and Resources (DISER) is consulting on proposed amendments to the National Greenhouse and Energy Reporting Regulations 2008 (NGER Regulations) and National Greenhouse and Energy Reporting (Measurement) Determination 2008 (the Measurement Determination) that will apply from the 2022-23 reporting year.

The proposed amendments:

  • update the methodology used to calculate ‘Scope 2’ emissions (arising from the consumption of grid electricity) to reflect changes in the emissions profile of the grid in a timelier way
  • create a new biomethane fuel type and provision for reporting combustion of blended gaseous fuels, allowing NGER reports to reflect reduced emissions from consumption of natural gas with a biomethane component
  • create two new fuel types for end-of-life tyres, allowing NGER reports to more accurately reflect emissions associated with waste tyre combustion, and
  • include other updates to provisions for reporting emissions from:
    • leakages in natural gas distribution networks
    • losses of hydrofluorocarbons (HFCs) and sulphur hexafluoride (SF6)
    • decommissioned underground coal mines

The amendments are proposed to commence on 1 July 2022. These amendments do not affect 2021-22 NGER reports that are required to be submitted by 31 October 2022.
