Publication of Greenhouse and Energy information
The information on this page was prepared and published before the Clean Energy Regulator was established. At the time of publication, corporations that were registered under the National Greenhouse and Energy Reporting Act 2007 were required to report to the Greenhouse and Energy Officer (GEDO). From 2 April 2012, the GEDO is replaced by the Clean Energy Regulator.
Section 24 of the National Greenhouse and Energy Reporting Act 2007
Controlling corporations that are registered under the
National Greenhouse and Energy Reporting Act 2007 (the Act) are obliged to report information on greenhouse gas emissions, energy production and energy consumption in relation to their corporate group to the Greenhouse and Energy Data Officer (GEDO).
In accordance with section 24 of the Act, the GEDO is publishing an extract of this information for the 2008–09 reporting year. The GEDO must publish, for each corporation whose group had scope 1 and scope 2 greenhouse gas emissions above the 2008–09 threshold of 125 kilotonnes or holds a reporting transfer certificate, the following totals that have been reported by the corporation:
- scope 1 greenhouse gas emissions
- scope 2 greenhouse gas emissions, and
- energy consumption.

Information included in this publication
The data in this publication is as reported by a registered corporation, including any resubmissions, as at 6 August 2010. Some corporations have resubmitted their reports because of errors in their original report. Initial validation work by the Department has also highlighted possible errors in other data, which has resulted in some corporations deciding to resubmit their NGER report. It is expected that the 2008–09 published data will be updated in the future if a corporation resubmits a report which changes their corporate group totals.
Only some corporations that are registered under the Act have their data published in the 2008–09 report due to one or more of the following reasons:
- Some corporations are registered for the 2009–10 or 2010–11 financial year, but not for 2008–09
- A registered corporation may not have met one of the reporting thresholds
- A registered corporation may not have met the publishing threshold of scope 1 and 2 greenhouse gas emissions totalling more than 125 kilotonnes of carbon dioxide equivalence
- A registered corporation may not have submitted its NGER report in time for this publication, and
- A registered corporation may have applied under section 25 of the Act to have its greenhouse gas emissions and energy consumption totals withheld from publication.
The data in this publication is a subset of the total NGER data, as many corporations do not meet the 2008–09 corporate group threshold for greenhouse gas emissions.
Registered corporations are listed alphabetically by their registered business name, which may differ from their trading name. Some well-known facilities or trading corporations will be reported under the business name of their controlling corporation.
Some registered corporations have an application pending under section 25 of the Act to have their greenhouse gas emissions and energy consumption totals withheld from publication due to commercial sensitivity or trade secrets being revealed by their publication. The data that has been specified by a corporation under a section 25 application has been withheld from this publication and is noted in the data table, pending consideration of their application. Some other corporations may have applied under section 25 but did so too late to have their information withheld from this publication. The publication will be updated in the future following the outcome of each section 25 application.

Greenhouse gas emissions totals are listed as tonnes of carbon dioxide equivalent (t CO2-e); energy consumption totals are listed as gigajoules (GJ). All data is 'as reported' by the controlling corporations.

Explanatory Information
The emissions and energy information reported under the Act represents only a part of Australia's total greenhouse gas emissions, energy production and energy consumption. The NGER legislation covers corporations in all sectors of Australia's economy, however it does not cover:
- corporations that are below certain reporting thresholds
- entities which are not a constitutional corporation, such as individuals or most government entities
- reporting of greenhouse gas emissions from agriculture, land use change and forestry sources (in relation to biological processes), but energy production and consumption is included from these industries, and
- reporting of emissions abatement from greenhouse gas projects.
In addition to this publication, the data captured under the NGER Act will be used to inform government policy formulation, help meet Australia's international reporting obligations, assist Commonwealth, state and territory government programs and activities and underpin the introduction of an emissions trading scheme.
A corporation's emissions and energy consumption reflect, to a considerable extent, the nature of the industry in which it is engaged. Some industries are more emissions-intensive or energy intensive than others, and operate in response to domestic and international consumer demands. A corporation may also have a number of facilities with operations across a number of industry sectors.
Corporations identified in this publication may have other contextual information on the emissions and energy profile of their corporate group and steps they have in place to improve the emissions intensity or energy efficiency of their activities.
Data for a registered corporation may reflect activities from one facility or thousands of smaller facilities in their corporate group. These facilities may also have been under the operational control of the registered corporation or one of potentially many group members. Some of these NGER facilities may not meet the threshold for CPRS facilities.
The Act allows each partner or participant to a joint venture or partnership to nominate one entity to report the data, however this is not mandatory. Where nomination does not occur, data for a joint venture or partnership facility may be fully reported in the corporate group of each partner in the partnership or participant in the joint venture.

Greenhouse gas emissions
A corporation emits a greenhouse gas when it releases such a gas into the atmosphere as a result of its activities.
Scope 1 emissions are the release of greenhouse gases into the atmosphere because of activities at a facility that is controlled by the corporation. An example of this would be gases emitted by burning coal to generate electricity at an electricity production facility (i.e. a power station).
Scope 2 emissions in relation to a facility, are the release of greenhouse gases emitted at a second facility because of the electricity, heating, cooling or steam that is consumed at the facility. An example of this would be greenhouse gases emitted to generate electricity, which is then transmitted to a car factory and used there to power the car factory's lighting. The greenhouse gas emissions are part of the factory's scope 2 emissions. It is important to recognise that scope 2 emissions from one facility are part of the scope 1 emissions from another facility.

Energy consumption
The information collected under the NGER legislation on energy production and consumption will inform governments on the flow of energy through the economy and assist decision making.
Energy is defined as a list of fuels and energy commodities in schedule 1 of the National Greenhouse and Energy Reporting (NGER) Regulations. Energy consumption, in relation to a facility, is the use or disposal of energy from the operation of the facility including own use and losses in extraction, production and transmission. Own use includes energy that is extracted, captured or manufactured at the facility and used in the operation of the facility. Within a facility energy may be consumed as it is transformed into other energy products. This may happen several times as several energy products are made. Consequently energy consumption (and production) may appear to be higher than the net energy production of the facility. For example, coal may be consumed to produce coke, which in turn is consumed to generate further energy products. These products are also consumed in the facility or by other members of the registered corporation's group.
The NGER legislation requires the total amount of each commodity to be reported each time energy is transformed from one fuel or commodity into another. It is important to note that some forms of energy produced upstream at one facility may be a downstream input for use or conversion to other energy forms at either:
- the same facility
- another facility within the same corporation
- another corporation in the same corporate group, or
- another corporation in another corporate group.
In this first year of reporting, some corporations may not have reported each energy transformation that has occurred within their corporate group. The GEDO will work with corporations to identify any omissions and improve consistency in future years.
Energy consumption data reported by a corporation under the NGER Act may be different to other net energy consumption statistics. As the NGER legislation requires reporting of each transformation of energy in a corporate group, energy consumption data reported in this publication may be higher than net consumption statistics published in other forums, such as under the Energy Efficiency Opportunities program.

Information quality
Given 2008Ð09 was the first year of reporting under the NGER legislation, it is recognised there have been some inconsistent approaches to applying reporting methodology between different corporate groups, particularly in relation to reporting on energy consumption. Therefore caution should be taken when comparing different corporation's reported totals. The GEDO will be undertaking further education activities, including publishing supplementary guidance, to assist stakeholders applying consistent methodologies in future reporting years.
