The Clean Energy Regulator is focussed on managing compliance across the schemes it administrates. One of the key priorities of managing compliance is to increase the use of data to compare, analyse and assess client activity thorough data matching.

The Clean Energy Regulator has developed protocols to allow data matching of:

  • electricity metering data obtained by the Small-scale Renewable Energy Scheme with similar data maintained by the Australian Energy Market Operator, and
  • Emissions Reduction Fund data with similar data collected in state and territory-based energy efficiency schemes.

These two datasets will support the agency to administer the Renewable Energy (Electricity) Act 2000 (REE Act) and the Carbon Credits (Carbon Farming Initiative) Act 2011 (CFI Act) by informing resource allocation to high risk applications, detect and respond to non-compliance and fraud, promote voluntary compliance and increase confidence in the integrity in the schemes.

Electricity Metering Data Matching Protocol will use data held by the agen​cy to match with metered electricity consumption data and tariff data across the National Energy Market. We will only receive the data that relates to our legislative functions under the REE Act and CFI Act, rather than receiving metering data that is unrelated to the activities of the agency.

Emissions Reduction Fund Overlap Assessment Program Data Matching Protocol

Emissions Reduction Fund Overlap Assessment Program Data Matching Protocol will match location and activity details between projects registered under state and territory-based energy efficiency schemes and projects registered or proposed to be registered under the Emissions Reduction Fund. 

Australian Government data matching guidelines

The Office of the Australian Information Commissioner administers the Guidelines on Data Matching in Australian Government Administration (the Guidelines)​. The Guidelines are not mandatory but assist Australian Government agencies to use data matching as an administrative tool in a way that complies with the Australian Privacy Principles and the Privacy Act 1988, and is consistent with good privacy practice. 

The Electricity Metering Data Matching Protocol and Emissions Reduction Fund Overlap Assessment Program Data Matching Protocol comply​ with the guidelines.
