Climate Change Authority releases review of the National Greenhouse and Energy Reporting legislation

21 December 2018

The Climate Change Authority has today released the final report on its review of the National Greenhouse and Energy Reporting (NGER) legislation.

The NGER legislation, which has been in force for ten years, provides a single national framework for reporting and disseminating company information about greenhouse gas emissions, energy production and energy consumption. The legislation also provides the audit framework and supports the safeguard mechanism.

The Climate Change Authority found that the NGER scheme is working well. It reduces duplicative reporting of emissions and energy across jurisdictions, and generates a high quality data set that informs decision making for governments and business.

NGER plays an essential role in Australia meeting its international reporting obligations on greenhouse gas emissions and energy and is considered best practice. The safeguard mechanism, in force for three years now, is also working as intended.

The Climate Change Authority made a number of recommendations to enhance the efficiency and effectiveness of the scheme, such as a continued focus on streamlined reporting, greater data sharing, enabling voluntary reporting, and increasing the incentive for safeguard facilities to invest in projects that reduce indirect emissions.

The findings and recommendations will now formally be considered by the government.

The Clean Energy Regulator will continue to administer the NGER legislation in its current form.

The final report, including the full list of recommendations for the government’s consideration, is available on the Climate Change Authority website.
