This handbook provides information and support to users of the Clean Energy Regulator’s National Greenhouse and Energy Reporting audit framework.

The intended users of this handbook include:

  • registered or potential greenhouse and energy auditors
  • other auditors participating in schemes administered by the Clean Energy Regulator (the agency), including registered company auditors
  • entities seeking to engage a registered greenhouse and energy auditor, and
  • regulators, investors and other users of NGER data.

The framework applies to the following schemes administered by the Clean Energy Regulator:

  • the National Greenhouse and Energy Reporting (NGER) Scheme
  • the Renewable Energy Target (audits of exemption certificate applications)
  • the Emissions Reduction Fund, and
  • the safeguard mechanism.

Templates for preparing audit reports under schemes administered by the agency are provided at the end of this handbook.

Please note:

This handbook is a guide only and is not a substitute for the legislation under which these audit tasks are required.

This website contains further information about the schemes and programmes that the agency administers.

It also includes the Greenhouse and energy auditor registration guidelines which provide further details on the registration of greenhouse and energy auditors.
