This page contains information about applying to become a recognised offsets entity (ROE) and should be read along with the relevant ROE Application Guide before you start the ROE application process. For help filling out an application form please phone (02) 6159 3434.
Only a recognised offsets entity (ROE) can apply to have a project declared as an eligible offsets project under the Carbon Farming Initiative (CFI). A ROE is the person or organisation (entity) that is responsible for the eligible offsets project and has the legal right to carry out the project. Once a project has been made eligible, undertaken, and greenhouse gases reduced the ROE can apply to have credits issued into their Australian National Registry of Emissions Units (Registry) account.
There is no application fee for applying to become a ROE or opening a Registry account.
In recognising applicants as offsets entities for CFI, the Clean Energy Regulator is not authorising these individuals and entities to represent the Clean Energy Regulator or the Australian Government, nor is the Clean Energy Regulator endorsing any business models put forward by a recognised offsets entity.

Know your entity type
An applicant must be either an:
- Individual/Sole Trader
- Body Corporate
- Trustee of a Trust
- Corporation Sole
- Body Politic
- Local Governing Body
Determine the supporting documents you need to supply with the forms and who can certify your documents
The CFI Application for ROE Form, Application to open an account in the Australian National Registry of Emission Units and become a recognised offsets entity under the Carbon Farming Initiative Form (to be used by body corporates only) and the ROE Application Guides will assist you to identify what supporting documents you need; however, original documents will not be accepted so please only provide certified true copies.
The CFI Application for ROE Form and the ROE Application Guides contain information on the list of the people who are authorised, known as authorised signatories, to certify your original documents and how to certify them.
Submit the completed forms and all supporting certified documents to the Clean Energy Regulator
Information about submitting your forms and documents is provided in the CFI Application for ROE Form and the Application to open an account in the Australian National Registry of Emission Units and become a recognised offsets entity under the Carbon Farming Initiative Form (to be used by body corporates only).
Information about submitting your forms and documents is provided in the CFI Application for ROE Form.The Clean Energy Regulator must take all reasonable steps to ensure that a decision is made on ROE applications within 90 days of receiving a complete application. If the application is not complete or clarification is required, the Clean Energy Regulator may request further information from applicants. The 90 day period restarts from the date the Clean Energy Regulator receives this information.

You will be notified by the Clean Energy Regulator via post on the outcome of your application.

Applying to open an Australian National Registry of Emissions Units (Registry) account
The Australian National Registry of Emissions Units (Registry) is a secure electronic system designed to accurately track the location and ownership of emissions units including Australian carbon credit units (ACCUs) issued under the Carbon Farming Initiative.
To apply to open a Registry account you can:
- Complete part E and also part F for non-individuals, when filling out the ROE Application Form.
or
- if you are a body corporate you can complete the application to open an account as a non-individual in the Australian National Registry of Emission Units and become a recognised offsets entity under the Carbon Farming Initiative.
You will be notified by the Clean Energy Regulator via post on the outcome of your application.
