Following an investigation by the Clean Energy Regulator, the Commonwealth Director of Public Prosecutions has charged the former Director of a Queensland solar retail business with fraud and production of false document offences relating to the Small-scale Renewable Energy Scheme under the Renewable Energy Target.
Following an investigation undertaken by the Clean Energy Regulator, Mr Neville Voss, Director of Local Power Solar Pty Ltd, was charged with fraudulently obtaining more than $260,000 by allegedly producing false and misleading documentation claiming that non-existent solar PV systems had been installed which resulted in the improper creation of small-scale technology certificates in 2012-13.
The business is no longer trading and has been deregistered.
Mr Voss is currently in custody. He will appear before the Rockhampton Magistrates Court on 3 September for Committal Hearing.
The Clean Energy Regulator requires a high level of compliance with scheme obligations, and has a range of monitoring and enforcement powers under legislation.
Fraudulent activity, such as the provision of false information to create small-scale technology certificates, is a direct breach of the scheme requirements and undermines the integrity of the scheme.
All individuals and companies which operate under the Small-scale Renewable Energy Scheme have a responsibility to adhere to the conditions of the
Renewable Energy (Electricity) Act 2000.
The Clean Energy Regulator works with participants to ensure they understand their obligations and it helps them to comply, but it will not tolerate actions such as the provision of false information to obtain a financial benefit, which could undermine public confidence in the scheme and in the certificate market.
