The Renewable Energy (Electricity) Amendment (Small-scale Renewable Energy Scheme and Other Measures) Regulations 2021 have now been made into law. The amendments address the Australian Government’s response to recommendations made in the Clean Energy Regulator’s (the agency’s)
Integrity Review of the Rooftop Solar PV Sector, published earlier this year. The recommendations were made to improve the integrity and accountability in the Small-scale Renewable Energy Scheme.

The new regulations will commence in various stages throughout 2022 with the first tranche commencing on 1 April 2022. This will include:
The agency will conduct webinars and provide guidance material in the new year to prepare industry for the changes.
The updated regulations also incorporate changes to the application of exemption certificates for eligible emissions intensive trade-exposed activities (EITEs) with more information available in the Amendments to EITEs from 1 January 2022
