Engaged, active and compliant participants

The best outcomes are achieved when the entities we regulate are able to successfully engage with us to participate in the abatement schemes we administer and meet their obligations, and willingly contribute to the agency’s information gathering.

Strategy

  • Promote the participation of competent, capable and compliant participants for our voluntary schemes (Renewable Energy Target and the Emissions Reduction Fund).
  • Ensure eligible participants receive the correct entitlements.
  • Monitor and encourage compliance by those entities who are required to meet mandatory requirements (National Greenhouse and Energy Reporting Scheme and the Safeguard Mechanism).
  • Invest in understanding our participants and communicating with them in a way which meets their needs.
  • Ensure that all participants in our schemes have received clear guidance from us of our expectations of behaviour and how they can comply with the law.
  • Ensure that all participants and those with a genuine interest have access to the information they need to make informed decisions.
  • Further develop tools that assist our participants to self-select in only if they have adequate capacity and capability to meet the requirements and achieve the anticipated results.
  • Manage non-compliance and influence participants behaviour by communicating the regulatory responses and actions we take to address non-compliance, including the use of targeted enforcements to act as a deterrent.

As a regulator, we are most successful when our participants can effectively engage with us and competently meet their obligations. Our focus is on understanding our participants’ needs to ensure that we provide them the information, tools and systems that they need to succeed in our schemes.
